Commission on Accountability and Policy for Religious Organizations

The Commission on Accountability and Policy for Religious Organizations (“the Commission”) was charged with the following responsibilities:

  1. Assessed and evaluated communications from Senator Grassley’s office concerning issues related to accountability and policy for religious organizations.

  2. Assessed the position of the Treasury Department (with specific emphasis on the IRS) regarding the Senator’s communications and the related issues.

  3. Identified the key issues and principles for which the Commission sought input from the religious sector, including but not necessarily limited to:

    • positions related to the facts, perceptions, and premises in the Senator’s communications,

    • positions related to other legislative issues affecting the nonprofit religious sector that required attention,

    • positions as to whether action of some type was needed in response to the identified issues, and

    • positions as to whether action needed was legislation or other action.

  4. Developed and implemented a strategy for obtaining input on the key issues and principles from organizations in the nonprofit religious sector.

  5. Gathered and analyzed the input received.

  6. Drafted a report to Senator Grassley regarding the input received and related issues.

  7. Submitted the report to Senator Grassley and released it publicly.
